Updating the Ontario Marginalization Index (ON-Marg) for health equity monitoring without the long-form census
Researchers at the Centre for Research on Inner City Health (CRICH) at St. Michael's Hospital in collaboration with Public Health Ontario are currently preparing a 2011 update of the Ontario Marginalization Index (ON-Marg). ON-Marg is an area-based measure that can be used to better plan programs and understand how area-based marginalization drives health inequities at the neighbourhood level in urban and rural Ontario. The 2006 version has been widely used in public health and in research, however, over time, these neighbourhoods have changed, and the index needs updating. The ON-Marg previously only used census data to illustrate levels of marginalization across the province in 2001 and 2006. In 2011, the mandatory long-form census was replaced with the National Household Survey (NHS) which due to its voluntary nature, is less appropriate for studying marginalized populations. Current update efforts focus on using alternative data sources including Municipal Property Assessment Corporation (MPAC), Statistics Canada Taxfiler, and Immigration, Refugees and Citizenship Canada data. This presentation will focus on the development status of the 2011 update, including timelines and plans for validation.

Presenters: Flora I. Matheson, Kathryn McIsaac and Trevor van Ingen
Flora I. Matheson is aScientist at the Centre for Research on Inner City Health, St. Michael’s Hospital, whoexplores gender-based inequities in health among people experiencing complex health and social needs (problem gambling/substance use/ mental illness/poverty/homelessness/ imprisonment).
Kathryn McIsaac is a social epidemiologist with interest in vulnerable and marginalized populations. She completed her PhD in Epidemiology from the University of Toronto and her postdoctoral fellowship at St. Michael’s Hospital. Katie is currently a Scientist at the Nova Scotia Health Authority.
Trevor van Ingen is an Epidemiologist Lead focused on advancing health inequity reporting at PHO. Prior to PHO, Trevor led the development of The Unequal City 2015 as an Epidemiologist at Toronto Public Health.
